Elect Patrick Kelly
for Lewisville City Council - Place 6
-
Experience
Patrick was elected to the DCFWSD 1B Board three times over the past decade where he held various positions, including President.
In addition to standard administrative duties such as budgeting, management, and operations of his district, Patrick and the DCFWSD 1B Board lead the way in many meaningful endeavors including:
— new parks
— lower taxes and utilities
— 24x7 police presence
— independent legal counsel
— independent bookkeeping. -
Alignment
Patrick has been a frequent attendee of Lewisville City Council meetings over the years and is very familiar with the 2025 Vision put forth in 2014.
He strongly supports the Vision of Diversity, Connectivity, Resource Management, and Growth and associated Big Moves.
Over the years, Patrick has had the opportunity to engage positively with many members of our Lewisville staff elected officials.
-
Back the Blue
Patrick has keenly watched efforts to defund police across the US, including Dallas. A strong supporter of all our first responders, Patrick will strongly oppose any such measures should they arise in Lewisville,
Patrick an alum of our Lewisville Citizens Police Academy and recommends this valuable experience to everyone trying to understand the obstacles and stresses our officers face daily.
He is truly appreciative of the hard work and dedication of our Lewisville Police Department.
-
Growth
Growth, while generally positive, must be designed correctly. At present, Walmart is the second largest employer in Lewisville. While there is honor and dignity in all work, Lewisville needs to find ways to attract companies that provide careers as well as jobs.
Lewisville’s proximity to DFW Airport and access to large cities such as Dallas and Fort Worth coupled with our small town feel makes Lewisville a great option for business big and small.
We need to leverage these assets and bring more companies that provide high wages to Lewisville.
-
Housing
The annexation of Castle Hills marks an important milestone in the growth of our city as it provides a unique housing option and living experience.
Patrick advocates that further development of mixed use communities similar to Castle Hills and Austin Ranch are right for Lewisville.
We must be cognizant of the fact that housing costs have doubled between 2011 and 2018, substantially outpacing increases in income.
Patrick is confident better job opportunities and inclusionary zoning will help close this gap.

Property Taxes
It's an unfortunate truth that government requires money to run a city – effectively a diversified business providing essential services to a broad community. Prior to annexation, Patrick’s area of Castle Hills was governed by the Denton County Fresh Water Supply District 1B (DCFWSD 1B). Over almost a decade of elected service, Patrick takes pride in having a major role in the district’s leadership, keeping the cost of living to a minimum with low taxes combined with favorable utility rates.
Lewisville citizens and businesses enjoy one of the very lowest municipal tax burdens in the D/FW metroplex at around 44 cents per $100 in valuation, yet a recent survey by a neighboring city found our city provides the highest level of service as compared to dozens of D/FW cities per municipal tax dollar collected.
The immediate call to action is to keep the tax rate set in such a way as to ensure the money coming out of the taxpayers pocket is as close to constant as possible, while accounting for actual costs to the run our city.
That said, property taxes amount to a wealth tax. Homeowners should not live in fear of losing their homes because they cannot afford to pay their property taxes. Patrick supports investigation into replacing at least part of the property tax with a consumption tax.
